The project scope at Hickory Point Park was to install new water service lines across approximately 40 acres of area to multiple buildings and service points. The task was hindered by pre-existing structures, roads, sidewalks, and an incomplete set of existing plans to know with any surety that there were no other underground utilities that stood in the way. Also, there were multiple large-scale events scheduled at the park that would have to be worked around to complete the project within the timeline specified in the contract agreement.
Jackson Holiman of Jumeaux, Inc. was not only willing to work with these challenges but was eager and highly communicative with park staff during all stages of construction. What could have been a long, drawn-out string of setbacks and apologies turned into a streamlined, efficient machine that ended up in completion, far ahead of the projected timeline.
On several occasions, working alongside the engineering firm we had hired separately for construction management; the processes, materials, and equipment utilized were at least one step above (if not more than) the engineers’ minimum standard set. Jackson did not confuse frugality with quality as I have seen before with other contractors. Everything brought in for the project satisfied or exceeded overall expectations.
Jackson’s communication skill and deep knowledge of the field not only saved my agency in the short-term by completing the project quickly, but also saved future park staff a lot of troubles by predicting long term issues and how to harden against them before the project closed. Several things that were not considered by any of my staff or the engineers were identified by Jackson and corrected in-situ.
In every situation, including a few emergencies (not caused by him) that occurred during construction, Jackson was highly responsive and quick to act to make sure the project wasn’t harmed or impeded in any way. There was a laser focus to complete the task at hand.
I would recommend Jackson Holiman and Jumeaux, Inc. for any project even remotely similar in scope. I hope that in future Water Authority projects, Jumeaux will produce a winning bid. The ease with which the project was completed would be a welcomed recurrence. I even had several staff that were sad to see him go. Working with him was always pleasant and more often than not, educational.
