The Worst - Ismael who claims to be the owner as per contract said the pool was going to be completed in 45 days 8 months past and no pool. over a year took him to pass inspection. you need to be careful he will charge you 50% down and then try to make you upset so he can stop working because according to his contract you pay 50% down for him to dig the ground. unfortunately the law protect him on the fine print. The worse is that 1 year later the entire pool deck is coming apart and base on contract no warranty
At the end is one too many owners and no body is responsible

IF YOU’RE BUILDING A POOL, PLEASE READ THIS:
On May 24, 2019, we entered into a contract with
JORGE LEANOS OF LUXURY POOLS AND SPAS. The contract stated, and he repeatedly said, the entire project would be completed in 45 working days, which meant our pool should have been completed by July 23, 2019.Today is February 14, 2020 and the project is not done and it’s been 9 months!!
As the due date was nearing and we started questioning the progress, he stopped answering our phone calls little by little. And when we were able to get him on the phone, he’d always have an excuse why things weren’t advancing and would blame the City Inspection Department, the electrician, plumber, suppliers etc. - or he’d say he was going to show up and wouldn’t, or would show up at random times unexpectedly and work for an hour or so and leave.
Finally, I called the City Inspection Department and was blown away by what I found out! In essence, I was told they had “red flagged” him because there were a lot of problems with him and Luxury Pools.
This lead us to begin considering filing a lawsuit against him, and through the County Clerk’s Office, we found out that Luxury Pools and Spas is not registered under his name, Jorge Leanos; the company is registered under his 20-year-old daughter! Obviously, there’s a reason why this grown man is using his kid to do his dirty work (literally)…
Recently I called the City Inspection Department again to obtain guidance of how to file a case against him through the bonding company and this time I found out that we aren’t the only family he’s screwed over – there are 9 other families in the same boat, NINE!!!
I got lucky this past weekend and was able to get him on the phone…although there is water in the pool and the equipment is hooked up, my property is destroyed and damaged! Not only is the equipment leaking, there is yellow caution tape on my gas meter, there is white plaster on every window, all over my rock walls, all over the wrought iron and on my neighbors car door and window, there is trash scattered throughout my back yard (soda cans, beer cans, food wrappers, and lots of other trash and debris), the landscaping in the entire side of my house was gutted – it’s all just dirty now (all of it) and they broke all my sprinklers - my home looks like a dump!
To add salt to the wound, this lowlife had the gull to tell me that I was lucky he had “finished” my pool because he was no longer doing pools, what the???? we’re still pending electrical inspection, plumbing inspection and final inspection!
I have no reason to make any of this stuff up, but if you’re doubtful, call or check out the City Inspection and County Clerk’s website, it’s all there!

Permits
- Building permit records show that Luxury Pools & Spas of El Paso, Texas has worked on 29 permitted projects.
We entered into a contract with Luxury Pools and Spas on March 17, 2021. The project was to install an inground pool and complete hardscape and landscape in our back yard. The project was to be completed on 7/8/21 with an allowance of 10 business days due to delays. As of November 16, 2021, the project is not done.
We have received repeated excuses of "the parts are not here", "the truck is broken down", "the employees have covid" and so on and so on. The total cost of the pool is $43,000 and the cost of the landscaping is $21,120. We are still owed the filter equipment and full instillation of all equipment(pump, lights, heater, filter, bubblers), plumbing and electric, as well as $1,250 in rock and a portion of $1,975 for pavers. Further, the concrete slab for the gazebo, fire pit, pathway, and pool deck has not been properly sealed and is currently getting stained by hard water. The trim of the pool decking is not fully stained, and the gazebo needs finishing securement. We also have not received electric to the Gazebo as promised in the contract.
On September 23, 2021, we sent our 30 day notice of intent to sue, per the requirements in the contract. Within the 30 days, Luxury Pools started to make progress, including installing the plaster, and installing some equipment. They also worked with us to allow us to make direct payments to the equipment vendors for the final missing pieces. Because of this, we offered an additional period of time, until November 7 to finish the project. On November 6, we received notice from Luxury Pools they understood as of November 7, we intended to sue. They stated they intended to deliver rock on November 10 as well as they were waiting on UPS for a final required valve to complete the project. When asked for the tracking number, they did not provide but said they would call UPS to see what the delay was. As of November 16, no progress has been made.
We are filing in small claims court for the full sum allowable by law, $10,000. This will cover the installation of the equipment we have, the purchase of equipment we paid for but did not receive, finishing of the pool deck, pathway and other concrete areas, instillation of electric to the gazabo, missing rock that was paid for and not delivered, as well as clean up including but not limited to additional rock instillation and painting of our stucco house due to staining from the unfinished work and general sloppy/messy contracting and subcontracting. Further, we are unsure at this time what the cost will be to remove staining from the plaster, caused by Luxury Pools installing the plaster without having the equipment available and without instructing us how to take care of the plaster. Quotes to finish the job are upwards of $20,000 and will come with no warranties and void all warranties promised by Luxury Pools and Spa.
As additional information, the actual business license in El Paso is in Islmel's daughters name, Jasline Doraly Leanos, and all checks were made payable to Josue Leanos, however, Ishmel has been the main point of contact for any actual work done on the project and his daughter and son are nothing more than buffers for his actions.
