He was going to help me to get permits for two apartments on my property that were built without getting the proper permits. In the middle of the process where he did site plans etc he decided to quit on me. On 7/21/2021 I mailed Mr. Sinclair the site plans etc that the town of Norco gave to me needing additional information from Mr. Sinclair. Mr. Sinclair sent me an email stating that the additional info the town was requiring was beyond the scope of our signed agreement. I emailed the Norco Code Enforcement Dept a copy of the agreement and they said what was necessary were not beyond the scope. Mr. Sinclair further stated that the process was taking too long and extends the time limits of the agreement but there was no time limit stated. He also stated he was too busy now to continue. Besides his unprofessional manner, I have emailed him on several occasions asking him to return the documents I sent him and he never responds. I sent him a final email stating that if I don't receive the docs within 10 days (by 8/27/2021) I will put in a claim with the CA Architect Board which I did on 9/1 since, once again, I never heard from him. He only has a P O Box on record so I don't know his work or home address. I would go pick up the docs if I knew where he lived/worked.
