I am a full time real estate investor. I hired Mendoza Plumbing to completely replumb a house we were renovating. His price was high but he said he wanted to price match the plumber we had been using to earn the business. We agreed. Between the time he gave the bid and when he started the rough in we decided to add a second bathroom. He quoted a price to add the bathroom prior to starting. It was not a great price but fair so I did not negotiate it and agreed to the increase. He was timely and professional on the rough in. I happened to be at the house when he was done and in an effort to pay my subs timely I told him if he had a minute I would pay him for the rough in work. I looked at the invoice and it seemed high so I asked/confirmed that the invoiced amount was only for the work that had been done and he said yes so I cut him a check (I completely admit this was my mistake for trusting him and not pulling up the original bid and comparing the pricing prior to paying him). When I returned to the office and was itemizing the bill in our accounting software I noticed the numbers didn't add up. I called to better understand the issue. The response was he wasn't able to do the work for the original amount he quoted and he needed to charge more. When I challenged him on the price we agreed on he said I could find someone else to finish the job. Feeling like I was a little over a barrel, I agreed to let him finish the job. During our call he also told me there was a leak in the gas line between the meter and the house and that it would cost $1,400 to replace the line. When it came time to do the finish out he did not show up on the day he scheduled himself to be there (which was a week later than the day we requested he be there). When I called to discuss when he would be out, he said unless I paid in full prior to him doing any more work he would not finish the job. I have been in this business long enough to know, do not pay without completed work. What was interesting about this, is I had done everything I agreed to, but I suspect since he had not he was unable to trust me. Needless to say, I had to hire another plumber to finish his work. I had the new plumber test the gas line. He determined there was no gas leak.
