AVOID AT ALL COSTS!
I hired Monaco Construction LLC (Sean Phillips, License #78913) for a major renovation in Cary including kitchen expansion, bathroom addition, and exterior work. Initially responsive during quoting and eager to collect deposit, but the project quickly became problematic.
Contract Details: $210,420 reduced to $170,970 | Payments Made: $153,140 (90%) | Current Status: Project abandoned
MAJOR ISSUES INCLUDE:
• Project abandonment with $153,140 in payments (90% of contracted amount)
• Significant delays past contracted completion date
• Electrical licensing misrepresentation - NC Board of Examiners of Electrical Contractors confirmed the electrician identity was misrepresented on permit
• Unfinished and poor quality work: paint, drywall, foundation, roof, siding, plumbing, electrical, windows, doors
• No Certificate of Occupancy obtained - Building Permit #24-7737 remains open with failed electrical inspection
• Multiple attempts to increase costs mid-project (doubling kitchen cabinet and flooring installation costs)
• Multiple instances requiring rework due to substandard installation
• Material substitutions without approval (non-Hardie products used despite contract specifications)
• Workers consistently unprepared - arrived without materials or tools, requiring homeowner to purchase supplies
• Damage to newly installed floors, windows and doors left unaddressed
• Property left with construction debris - required multiple truck loads to haul away
• Structural concerns with LVL installation and foundation escalated to city and state code officials, requiring costly replacement
• Work concealed from inspection - non-compliant installations covered with spray foam
• Roof inspection failures with multiple installation defects documented by professional assessments
• Contract violations - work not following specifications or engineering requirements
• False completion claims - contractor claimed exterior paint complete while neighbor (NC Architect) confirmed only single coat applied
• Unprofessional conduct from crew members, refusing to address quality issues
• $42,700 unaccounted for from "Other Labor + Materials" budget despite multiple documentation requests
BUSINESS PRACTICES:
When questioned about issues, Sean would threaten arbitration and legal action. Documentation requests required by contract and NC licensing regulations went unanswered. Contractor's own BBB response: "I'm not coming back to do any further work."
CURRENT OUTCOME:
Left with incomplete work, open permits, failed inspections, and an unresponsive contractor. Professional assessments estimate $92,952 in remediation costs. Currently pursuing resolution through NC Licensing Board for General Contractors.
