I contracted Mr. Carlos Montenegro, for the reason of painting the exterior of my house, gutters, garage door, front door, front and rear patio ceilings.
Also in the contract he would also build window concrete frames around the garage door, front door, and three windows facing the front of the home.

He would come and work for three to fours hours of work per day, his employees would sit and be on the phone for hours when he was not around. This I saw since I have security cameras around the house.

The employees he brought were unexperienced, I later found out Carlos would pick up these guys from the Home Depot parking lot and were paid low daily wages, not to mention
these men were uninsured, and criminal records not known.

Needless to say after eleven days, he had no employees since the same guys refused to work for him, At that point I asked him pick up his stuff leave my premises, without completing
the job he was paid to do.

Besides what I paid Mr. Montenegro, an additional $2000.00 I had to spend to demolish the the window concrete frames which were done not done right, plus paint the gutters, garage doors, front door, front and rear patio ceiling and retouch the windows (since he painted the window never using any tape). Making a big mess around the windows, and screen windows.

If not for covid, I would be taking this guy to civil court, I was fooled by the positive opinions said about him, I suspect these were fakes or left by family or known persons.

I wish I had seen these reviews of Carlos Montenegro, General Contractor. He has the gaul to come up on this web site and deny that it is not he, yet, he answers his phone as MCI Construction and I have in my possession his business card that states his business as MCI construction, not to mention the contract we signed. This speaks volume, people! His website has disappeared from the internet for one reason or another. He accepted the check in the name of MCI Construction. Like the two other reviewers, a three ring circus to say the least, this Mickey Mouse makes promises but does not deliver. I paid him $3500 on 10/08/18 to get Goofy the Architect to design a plan for an addition, and up to 07/31/19 no plans but a host of cock and bull stories, and when I told him I no longer interested in working with him, he sent Donald Duck who has some monkey with an architect license somewhere. And when I told Carlos Montenegro that I no longer wish to do business with him, he became quite nasty and accused me of being pathetic and underhanded in cahoot with Donald Duck. Obviously, this Mickey Mouse is underfunded, so unless I take legal actions, I am not going to get back a penny for non performance, nor get back my survey plan that I paid $500 to have done privately . According to the General Contractor that I now hire, if MCI Construction had enclosed the patio as an addition to the house's structure, my three bedroom house would be on county record as a two bedroom house because my third bedroom would have lost its window and you cannot have a bedroom without a direct window on the outside. There were many red flags and that unsettled gut feelings about Carlos Montenego, General Contractor of Montenegro Construction. First mistake I made was to hire someone who speaks broken English and does not return phone calls. For a promise made to have the design plans submitted to the county and go through the approval process by the end of October 2018 and have nothing done up to the end of July 2019 and yet refusing outright to give me back my money, now, what kind of fool would I be to let him continue with the project? The second mistake I made was to pay him in full and not 50%. The third mistake I made was to trust the false reviews on https://www.yellowpages.com/miami-fl/mip/mci-construction-inc-480951606?lid=1001329786761 and of course, the third mistake was not doing more research as one reviewer wrote. Mr Carlos Montenegro of Montenegro Construction and of the now defunct MCI Construction is a fly by night charlatan with a Contractor's license to be dishonest.
