Moran is a rip off artist, pure and simple. I don't know how he managed to receive a license to do what he does, especially with his history, but if he isn't overcharging for unfinished work he is performing overpriced repairs that end up being repaired again later at a lower rate and much more efficiently by someone else. He has been known to bully his way into "convincing" some of his customers to use him, and does everything he can to prevent better and more experienced contractors to work in "his territory".
