Although the owner has not done any work for us I can only say when we politely asked him to slow down when we caught him speeding through our neighborhood (filled with kiddos playing in the street and riding bikes), our requests were ill received. Over the next few weeks he continued to speed past our house, even though he was not working on any house on our street. When he drove by and we were in our driveway, we called out to him to slow down and he gave us the bird.
I don't know about his "construction" skills, but his neighborly skills are seriously lacking.
