If I could give a score of "0" I would. seamus hoban of octagan construction was hired to get building permit and to oversee and supervise a renovation project. It took him 7.5 months to get the building permit for which he was paid. After the bank disbursed $25,000 to start the renovation he decided that he was going to change the terms of the agreement that is he decided to change his role. I find him to be deceptive, dishonest, unscrupulous. He had 8 months to inform me that he wanted to change his role but waited until after he got the $25, 000 from the bank. I requested that he returned the money since I do not trust and cannot do business with him. He has yet to return my $25, 000. BUYER BEWARE
