I honestly don't understand how even a novice plumber could make so many mistakes.
1. The escutcheon was not installed flush with the tile, and the handle wasn't inserted all the way in. With some usage of the handle it will eventually wiggle and the silicone would detach from the tile, creating a leak.
2. Poor and messy caulk job.
3. Sealed the weep holes at the bottom.
4. Used white caulk whereas typically a clear silicone is used in these installations.
5. Caulked the inside of the escutcheon whereas you're only supposed to caulk around it.
When I called to complain they basically accused me of being a liar and said that their plumber had notified me it would be installed this way. Except he *never* said anything until I brought it up. He also said that it's waterproof because of the caulking, but then snuck in some verbiage into the invoice (which was only generated *after* he was done) that there's no warranty for leaks.
