Permanent Paving rented equipment from our business in July and August of 2017. They also ruined a tire on the equipment they rented from us that cost over $2,000.00 to replace. Their employee at the delivery site refused to sign the delivery ticket as John, who was to "sign" the tickets was never there no matter how many times we went to get paperwork signed. The number we were given for payment arrangements was never answered, and phone calls were never returned. As of November 2018, we haven't received any compensation for the rental or the damage of our equipment. We have tried collections but could get nowhere. So if you run into these people do not rent or lease to them or you will be left with $0 for your efforts.

Dishonest is the only thing they are. Lied about everything. The blacktop that they installed is 1/2 inch thick in a lot of places and was failing after just a couple of weeks. Promised and Promised to fix as per their guarantee and would never come back and finish. I contacted them and was always put off until the next week and they never showed up. After dozens of phone calls they refused to answer or return my phone calls. I tried for over a year to get them to fix the damage they left on my drive. I would rather just have the gravel drive back, it looked so much better than the mess I have now. They never even completed the job and did not deliver product that I had paid for. John and Thomas Carroll should not be allowed to be in business. I am sure that they will surface under a new name and take advantage of others. Business for them is great. They have to be pocketing 95% of what they are charging. I paid for 3" thick blacktop and only received a fraction of that, 1/2 inch in a lot of places. I now have bare spots of dirt about 6 feet wide and many others in the 2 foot size in a bunch of places. They did the same thing to a neighbor of mine. His is failing the same as mine. He has also tried to contact them and they will not respond. In my opinion these guys are con men. I have spent nearly two years trying to get them to fix and finish the job. BEWARE. Make sure you go with a known reputable company. My money was wasted. Call the company you want to do the work. Do not let these door knockers feed you full of lies and pull their BS over on you. Be smarter than my neighbor and I were. If you live in UTAH or anywhere in the U.S. HEED MY WARNING!

Do not trust these guys. They will lead you to believe you are getting a great price for high quality pavement but they are actually laying a very cheap product and they will not honor any warranty they promise. The materials they use are basically gravel, tar and an optional sealant (which adds to the cost). The base and top coat were not to the specs we agreed on, and they were in and out in 4 hours for a large driveway. It looked great at first, until a week later when I started seeing large indentations up to 2" deep from the wheels of normal parked cars and family vans. Then the weeds started coming through. I called and called and texted over the space of the past 7 weeks and was promised they would address the issue and that they would send someone up to look at it five times over. Just excuse after excuse and then at one point Tom became angry with me and told me just to spray the weeds and push the asphalt back in just like they would because he did not want to send anyone up. The wheel indentations are from poor compaction and are permanent, not just from normal "warm temperatures" as they tried to play it off. They dismissed any conversation about needs for a permit and that they would take care of things with the county if necessary but now I'm facing a huge issue there and can't proceed with my construction plans. Now they will not return calls or any attempt to contact them.
FYI, their "office address" is a virtual office in SLC, and their original business address is a trailer park in Vernal. Buyer beware.

They did everything they said they were going to you I'm happy although they said they were gonna show up at nine and they showed up about 8 o'clock which was fine just a little different

Poor experience, poor product. Ants emerged from under the asphalt (which was supposed to be 3" deep) within 10 days. Contractor does not provide a contract for the customer to review until after the work is accomplished. One of the ways to void the 1-year guarantee is to drive large vehicles over the asphalt, which the contractor did with his own semi-truck immediately after completing the job. I anticipate that within the next 4 months the top of my driveway will be black gravel and not asphalt because it was not rolled properly. I'm also going to guess this review will promptly disappear as others have disappeared.

These guys are con men - no other way to describe them. Their product is deficient, their workmanship is shoddy. Less than 1 year after a '3"' asphalt driveway was installed, it is now gravel. There was never 3" of asphalt laid down, and they hid it by scraping dirt along the edges of the asphalt while I wasn't looking. Weeds emerged through the asphalt within 2 months of being laid. Their office is bogus - it's an office in SLC that rents out the address. They are now purporting to be a transportation company. DON'T USE THEM EVER. They will lie to you and perform dishonorably. No state should ever issue a business license to these liars.
