We hired James Duran and Phoenix to perform excavation and foundation for our company. We didn't realize he subcontracted out the foundation portion of the work until we had a lien put on our project by the subcontractor. We paid James in full and he signed our lien waiver and then we discovered he didn't pay his subcontractor. He then committed to paying him but still hasn't paid. Now, he has disappeared. Neither I nor the subcontractor can reach him. He won't return phone calls or emails.
