On April 28, 2023, my husband and I purchased a home in Miramar Beach, Florida to get away from crime where we resided, and to assist my daughter with her family. We never resided in Florida and knew nothing about unbridled, unscrupulous contractors in Florida. Our Realtor referred us to her favorite contractor Ray Badillo later known as Julio Raymundo Badillo. She stated he was licensed and did many complete renovations on homes utilizing a team of experts. At one point, Badillo communicated that there were signs of fire in the kitchen & recommended removing the aluminum wiring and replacing with copper. We agreed. Weeks went by and Badillo announced that it was time for the "red ribbon cutting ceremony" on August 13, 2023. He was to meet me at the home on August 13, 2023. He was no where to be found. I walked into horror. Trash was strewn across the lawn, household fixtures were in the backyard and as I walked into the home it was nothing short of a nightmare. Our belongings were missing or severely damaged, a huge leak was emanating from the ceiling with our new chandelier hanging on by a thread, excfement was in every toilet with hot water creating steam in the bathrooms. Lead paint powder was everywhere. Maggots were in our refrigerator and dishwasher. Furniture was wet and damaged or missing. The top floor looked like a crack house with what was left of our belongings strewn throughout the home and the wood flooring was completely damaged. Everything in the cabinets and drawers was missing. Everything! AND...ELECTRICAL OUTLETS WERE HANGING OUT OF THE WALLS. Unknown individuals attempted to return to the home to gain access. There were signs of squatters from the condition of our beds and white couches and hair and bodily fluids evident on the bed covers and couches. My husband drove immediately from our home state of Maryland. Three days later, an unknown woman named Julia Torres of "ZEUS ELECTRICAL" called us mentioning that her husband did the electrical work )LUIS ALEJANDRO MORALES ALVAREZ) threatening us with legal action if we did not pay her $25,000.00 for electrical work. We informed her that Badillo was paid $25,000.00 for the electrical work and $4000.00 that he mentioned was used for "his" electrician to "open the permit." She insisted on coming to the home for paymentat 7:45 at night or "see what will happen to you." We rejected that idea. She was menacing and taunted us when mentioning that our personal belongings were missing, with "Why would I steal anything of yours? I have better taste than you!" My husband and I noticed an orange electrical permit sticker on the window and a few days later visited the DeFuniak Springs Permit office and were given a copy of the permit which read: Contractor Glenn Rafferty 13800 Panama City Beach Parkway, Panama City Beach, Florida and the phone number of Jon Pilz 757-814-3518 [email protected]. The fee for the permit is not $4000.00as stated by Badillo as payment but $67.00. The Application for Standalone Permit was completed by Jonathon Pilz on May 31, 2023 and signed by Jonathan Pilz and listed on an inspection worksheet along with Glenn Rafferty Jr. Rafferty resides, not in Florida but in OHIO with only post office boxes generated in Florida. We have a Certificate of Completion on June 29, 2023. Funny...Zeus Electric aka Alvarez armed themselves with an attorney and submitted their invoice of $25,700.00 to DBPR utilizing the license number of Glenn Rafferty. Luis Alejandro Morales Alvarez is not a licensed electrician and has been cited twice by DBPR as performing unlicensed electrical work. We filed another complaint with DBPR and subsequently Julio Raymundo Badillo was arrested and found guilty of unlicensed contractor activity. (After his arrest and given a cease and desist, Badlllo ignored that order and drove to continue working as an unlicensed contractor for a resident in the Sandestin Community. After noticing Jon Pilz's name (someone we did not know) on our permit, I called him to ask him about his role in our home. He returned by phone call then realized that I was the owner of the subject property and became evasive, non committal and said he knew nothing about the home. He gave me the run around as to who was in our home working on our electrical work, yet he opened the permit. He mentioned he worked with Glenn Rafferty from Ohio for 20 years. We filed a DBPR complaint against Rafferty and he received a citation. I again reached out to Jon Pilz & received no call back. We then hired an electrician to finish the work. The question begets who received the monies of $4000.00 to open the permit? And who received our payment of $25,000.00 and why would Jon Pilz associate himself with unscrupulous individuals like the unlicensed individuals who performed the electrical wiring in our home. We have spent over $77,000.00 repairing our home and replacing furniture aside from thousands of dollars in consequential damages & fees.
