  Remodel 3 bedrooms, a hallway and a master bathroom

  On January 20, 2016 myself and Randy Mills - Contractor PA112476 entered into an agreement where Randy Mills - Contractor PA112476 agreed to remodel 3 bedrooms, a master bathroom and hallway at the home located in Philadelphia. The remodel was to begin on January 20, 2016 and be completed on or before March 30, 2016. In exchange Randy Mills - Contractor PA112476 agreed to accept $19,250.00 from me.

  Randy Mills - Contractor PA112476 breached the contracts on March 31, 2016 when the job was not complete. For the next 4 weeks Randy Mills - Contractor PA112476 showed up at the job site 4 times and completed a minimal amount of work. On April 25, 2016 I requested a firm time line to have the project completed by Randy Mills. My requests to meet were ignored and instead Randy Mills on April 27, 2016 attempted to gain access to my home. To date the keys to the home have not been returned. Randy Mills refused to meet with me to review the job and the many concerns voiced in the text messages and telephone calls. Randy Mills chose to ignore the requests.

  The job site has been abandoned and incomplete. The home left in a state of disrepair. Dozens of boxes of building material along with loose building materials are stacked nearly to the ceiling of the living room, dining room and kitchen. Further the following remain to be completed:

  Strip and repaint Master Bedroom
  Install plumbing in Master Bathroom
  Frame and finish access panel/door for shower from hallway
  Install Toilet
  Install Sink
  Install Vanity
  Install Shower unit
  Install all hardware and accessories
  Install light above vanity
  Install all light switch and outlet covers in 3 bedrooms and bathroom
  Trim interior walls of all windows in 3 bedrooms and bathroom
  Cap exterior windows on front bedroom
  Install Shingles below caps
  Hardy backer board shower walls and floor, prepare for tiles
  Install inserts in shower
  Sheetrock, tape, sand and prepare exterior shower wall
  Tile Shower floor and walls
  Tile bathroom floor and walls
  Paint bathroom
  Grout and seal tiles in shower and bathroom
  Install shower door and fixtures
  Remove baseboards in middle bedroom (not properly installed)
  Install baseboards in 3 bedrooms
  Touch up paint in 2 bedrooms
  Paint all doors, window trim, baseboards and door trim
  Install door knobs/locks and door stops
  Install heat vent covers in 2 bedrooms
  Install closet shelves and rods in middle bedroom
  Install closet units in Master Bedroom
  Install shelving in Bathroom and rear bedroom
  Install transition pieces between bathroom and hallway, and 2 bedrooms and hallway
  Hang, trim and paint stairwell door, rear bedroom door and middle bedroom door
  Re-hang bathroom door (hung improperly - doesn’t close)
  Repair Awning over porch damaged by Randy Mills

  To date I've paid Randy Mills $14,450.00. The amount remaining on the contract is $4,800.00. To complete the project and repair damages caused by Randy Mills it will cost me $17,000.00.

  I filed complaints with the BBB, FTC and the Attorney Generals office of Consumer Protection as well. I filed a claim against his insurance also. I was notified by his insurance carrier that he is not insured and his policy was cancelled January 2015.
