"85 is the service call fee. Includes the diagnosis of the problem. If we go ahead with the repair the fee is waived."
You went ahead with the repair and the fee was waived.
Unfortunately, the work that was performed by Miguel did not fix the problem.
Just because the repair did not work, that does not mean the service call fee gets added back when you issue a refund to a customer.
Even though the work that was performed by Miguel did not fix the problem, his partner Yalel refused to refund the full amount, and still kept the service call fee.
I gave him the chance to make it right, but I never hear back from them.
