Mr. Segal is an experienced RA but you need to budget twice as much as his estimate. He is in NJ so it is a little bit of challenge to contact him/set up appointment and often time-consuming. The project was estimated to be completed in 6 month but it is still going on after 2 ½ years. The contractor he recommended never sent me the proposal so I had to find contractor myself. He is good at detecting defects.

My husband and I were referred to Mr. Segal to be an expert architect witness in 2016 construction issue involving our home, by our lawyer who has used him before. (The case was not litigated.) We paid Mr. Segal the required $2,500 retainer to secure his services. We never signed a formal contract with Mr. Segal, and he never said that any unused retainer monies would not be returned to us. Upon closure of the issue by our lawyer, we requested unused retainer monies from Mr. Segal. Instead Mr. Segal sent us a general itemized bill without dates of service, that was fraudulent. The bill equated to $2,625, and he said that because we were referred to him by our lawyer, that he would not collect the $125 over the $2,500 retainer we previously paid him. We explained to Mr. Segal that his bill claims that he spent 3 hours at our house performing work, whereas he only spent 1 hour 20 minutes taking pictures of our home during the construction. The first time he came to our house was to pick up the retainer money. He did not do any work. His fee statement (bill) states that he created a report for us which took him 8 hours. We never received any report, nor did our lawyer (and Mr. Segal charged more than the original quote for hourly rate.) He claims to have consulted with our attorney and owner (us) for 2 1/2 hours. He did not consult with our attorney and only answered 1 email from us. He charged us $125 for printing, but we do not know what he printed because we never received a report or any printed documents. He provided no service to us or our lawyer other than when he came to our house one time to take pictures, because we did not go to court and our lawyer did not need to utilize his service. We asked Mr. Segal for a $2,140 refund, since the actual charges were an only 1 hr 20 minute site visit (rounded to 1 1/2 hours), which should have been billed $360. He refuses to give us our retainer monies refund. We filed a complaint with the Better Business Bureau and he did not respond to the BBB with either of their attempts (total 4 weeks before our case was closed by the BBB). He is very unprofessional and do not recommend him.
