My mother hired Bill to build a 30 by 30 attached garage. He never completed the job, ran off with $ he owes my mother, and the quality is equivalent to the work of a high school drop out. Wouldn't answer phone calls or man up and do the right thing. They got a bid of $6,500 from a professional to tear apart a portion and do it right. He's a crook and I would recommend him for anything. He should go back to California where he belongs.

I would not hire him to build anything. The work that he has done is worse than the high school kids that have also done work for me. He does not pay attention to details, zoning rules, and regulations of HOAs. If you want the work done right once do not hire him. He is out of CA looking to make a quick buck off the people he meets at the bar. They would have to be drunk to hire him. I would give him a Zero that matches him.
