He responded quickly with how "keen" he was to know about my project, but didn't respond to further e-mail query. When I called his listed number, I got a woman who seemed to have nothing to do with the business (I had to ask if she could at least take a message). He did respond to that call, but went on at length about how the project would require an architect and checking local codes, and neither he nor any other contractor would be able to provide an estimate within my time frame. A simple "no thanks" would have sat better.

A promised 3 month job was less than half done at 10 months. 85% paid for. When he hadn't shown up since the last payment four months earlier he claimed he was sick and would not come back. Kept the money and made no attempt to find someone to finish. I hired another company and had to re-buy all the material to finish that I had already paid Ted to get. Ted works very short days when he does show up, which is seldom. Will not come if it is raining, cold, windy, snowing (or if snow is even predicted within the next few days). While his work is ok when he works...he seldom wants to work. Bottom line, he is lazy...sorry to say. At the very least, he should have returned the money I advanced him and found another contractor to finish the job. He did neither.
