    Hello my name is Laura, we purchased a home in the east side of providence. I had Gary do a complete remodel and 2 story addition of a home I purchased and he did everything and some! My husband and I are more than pleased everything was permitted and inspected. He was very pleasant, his attention to detail and character was impressive he did everything we asked and more! Highly recommended also he never asked for any payments until after inspection. I highly recommend him and his crew!! ❤️

    Do not use this builder Gary also built my home . I also have a roof brand new that leaks. A licensed roofer said its leaking because it wasn't built to code needs to be replaced. He also said he would fix fence . not done. Needed window in basement said it was orderd Lie. Never got it . House has new Windows yet they are not properly installed so they leak. He removed a bulkhead. Instead of properly covering it he shoved a slab of wood and insulation in the opening and rain water runs right into basement. He put in vaulted ceiling wrong which caused structural deficiency. I have retained a lawyer am seeking restitution. This man should loose his license . His negligence and deplorable workmanship has risked my family's saftey. He's a hack and a liar and the realtor he works with is an accomplice

    BEWARE!!! I purchased a brand new construction home from GARY SEBASTIAO who is affiliated with both TOP NOTCH CONSTRUCTION LLC and PREMIUM HOMEBUILDERS LLC (both have the same address - 15 Ashburn Rd. East Providence - and phone # 401-241-7372 - which is his cell phone). He took a permit to build the home under Top Notch Construction and is also registered with the State of RI under Top Notch Construction, but sold the house to me under Premium Homebuilders. I just want to warn people not to do business with this contractor or the companies he is affiliated with. I purchased a brand new construction home from Gary Sebastio in July 2018. When moving in I noticed there were many issues including walls, ceilings, window sills needing painting, stairs needing to be stained, used baseboard in basement, tile floor in basement stained, garbage left in yard, yard not fenced in as stated in MLS listing, yard not hydroseeded as promised etc.... When asked to come back and fix these issues he told me I had to pay for it myself. This ultimately led to the City of Warwick becoming involved and finding 23 code violations including shared ductwork in garage, bathroom fans not discharging to the exterior, staircase having to be rebuilt, roof framing not done correctly, grading of the property, deck, etc… I filed a complaint with the RI Contractors Board (case # 9438) which ultimately went to a hearing (April 15, 2019) and concluded that Sebastiao was, “in breach of contract in violation of R.I. Gen. Law 5-65-10(a)(11)” and that he “performed negligent and/or improper work in violation of R.I Gen. Law 5-65-10(a)(12).” In addition he refused to install patio block under the deck. In the purchase and sales agreement under additional provisions it states, “Subject to installation of patio block under the deck by lower level sliding door.” His explanation to me was that the cement step he installed (which was required by the City of Warwick) IS the “patio block” as it doesn’t state in the contract more than one block and doesn’t state dimensions. Just so you know what kind of person you are doing business with.
