    This "contractor" is clearly out of his league. He makes promises he clearly cannot fulfill and will leave you hanging while making excuses and fabricating stories about supposed conversations that never took place. The work that was to be completed is only partially done and is nothing like what was requested or promised. He took the money and didn't do the work or pull any permits. Now he has the money and apparently has no intention of completing the work.
