Deleon, his workers and Virtual Roofing are con artists. Look up him and his company in Dallas and Rockwall County case records. Lawsuits for not completing work and taking your money. Court cases about not paying his workers either. HE WILL RIP YOU OFF.

Con-artist and simply a scam, calls you every 5 min until he has your money and them won’t answer the phone and when he does, it just to give you an excuse , my neighbors and I have lost over 5K and almost 3 months since the contract was made no work has been performed, >Multiple requests for a refund have been made, but he never replies.
If you see the name Joe Deleon or Virtual roofing and construction STAY away !!!!!
FYI he talks a lot but never works

Permits

Let me start by saying he did not pull a permit for the work on my home.
The entire job was supposed to consist of increasing the opening in the load bearing wall separating my kitchen and living room, as well as widening the entrance to my kitchen. Initially, he was supposed to place an LVL beam in the ceiling to support the load of the wall for the portion that was to be removed. Later on, he said the beam wasn't necessary, and based not the calculations we could open the wall a certain amount without the need for a new beam, and there would be no structural issues.
This was a mistake, and my roof is now resting on a beam where the additional studs have been removed. I didn’t realize at the time he was performing all of these “calculations” himself, and he is not a licensed engineer, nor did he have an engineer working to assist him.
The entire job was supposed to have been completed in 3-4 days.
Day 1: Joe shows up with a guy and a teen (I assume the guy's son) to rip of sheet rock. He spent about 20 minutes total at my house.
Day 2: Nobody showed up.
Day 3: Show is back at my house for another 20-30 minutes, tearing off the remaining sheet rock.
Day 4: Joe claimed the "framers" were going to assess the house. Nobody showed up.
Day 5: Same crap. Nobody showed up.
*Note - I am texting or calling Joe daily to figure out what the hell is going on, and he's full of excuses.
Day 6: Says he's going to stop by to go over "ideas"...Allow me to clarify I had sent Joe several ideas of what I want for weeks prior to "starting" work, and throughout the duration...He didn't come over.
Day 7: I told him I wanted my money refunded, since he was initially failing to show up at my home after tearing off sheetrock, and the job was getting nowhere. He promised the job would be wrapped up that coming Friday (day 10).
*Note - He never had a framer. Just a drywall guy who had no idea what he was doing.
Day 8: Joe is there with the "framer". He carved into my original header and placed crooked 2x4's to "create" the arch. I told them it needed to be fixed because it wasn't symmetrical and looked terrible.
Day 9, 10 and 11: Joe claims they are still working with the electrical. I have a bad feeling, so I tap into my cameras to listen, and HE has been attempting to do the electrical himself. He is not licensed and screwed up my wiring. I had to hire an electrician to fix the botched electrical he personally did. His argument was that I shouldn't worry because he was "doing it to code". It wasn't to code. The electrician had to redo the electrical. Joe still hasn't paid him.
Day 12: The licensed electrician I hired is there all day.
Day 13: Same as day 11.
*Note - I wanted Joe gone so badly, but I did not want to forfeit my starting payment of $3,420.
Day 14: I get home and the work still looks terrible. I told Joe again to even out the new arches on the increased opening and entrance, and they didn't.
Day 15: Nobody showed up at my house that morning. I get into another argument with Joe for his lack of a crew, poor workmanship, and lying every step of the way. I once again asked him to refund my payment, and I would pay him for the materials and time he had spent at my house. He has not responded since our last conversation where he told me he was not going to refund any of the money.
I reached out to a new contractor who stopped by my house on Monday (October 3, 2016). He pointed out the job Joe performed was not only poorly done but was a structural issue that needed to be addressed asap. Also, when they cut my sink/dishwaters plumbing vent and attached the vent cap, they never sealed it. In addition, the vent going to the roof was not sealed, meaning rainwater could get in and fill the wall.
I could go on and on about what a poor excuse of a human being Joe is. My home is torn apart and isn't structurally sound.
