BUYER BEWARE!!! I am writing to hopefully prevent someone else from the costly Hellish nightmare we just went through with them. Moran "Moe" Elkarif and Ben Nino (Halifi) Hunter are NOT licensed contractors. Their company has a license number by way of a third party who is technically responsible but that you will never meet. They've been sued multiple times under different licenses and different company names, but you won't find that online at first glance as they typically settle out of court with the caveat that you sign a nondisclosure agreement to remove their bad reviews and press. There is a current case right now where the CSLB is suing to revoke their license for good -- search Moonlight Construction for lawsuit information. And since we terminated work with them due to material breaches of contract, I have found others who were harmed by this company's business practices. They will come in, promise you the world, personally show up for a week or two to gain your trust, find other projects around your home and make change orders so they can illegally continue to collect large deposits for work not even started, then leave the workers to do the best they can with no oversight and/or materials. The workers have a hard time getting paid so they will abandon your project to leave you with the next random crew they find to hire, and your project timeline will triple and still not be complete. My children did not have a bedroom for three months!!! You will be so frustrated at the lack of attentiveness and ownership and just want out at which time they will argue with you in your driveway and offer you a ridiculously low amount of money to walk away. In our case, what started out as a small-ish mold removal/upgrade project turned into a whole house ordeal. These guys took 95% of the money and only completed 50% of the job -- maybe. And of that 50%, we are having to redo/repair at least half of that due to damage they've caused. Every contractor we have had out since the last date we saw them shakes their head in disbelief at the work they did do and says they have never seen anything like it -- shoddy craftsmanship, things not up to Code or even safe, gutted kitchen, damaged roof. Besides all the mental/emotional trauma our family has endured, we are left trying to pick up the pieces and move forward with no money because they have all of it. Honestly I don't know how they sleep at night.
DO NOT -- I repeat -- DO NOT even engage with these guys. But if you must, make sure to get a copy of their liability insurance and verify it's still active before starting and make sure you are home when they do the work.

DO NOT USE!!! Moe and Ben are NOT licensed contractors. I initially paid them to remove a few trees and I've now had to have even that work redone. I've been in contact with almost a dozen other people who have been scammed by Moe/Ben. I've learned the hard way now to not use a contractor whose license is assigned to a business and not to an individual. These two have opened at least 3 construction businesses, using three different licenses and have been sued multiple times. They usually settle and part of the settlement agreement includes removing all bad reviews, which is one way they have continued to operate. One of the licenses they were using has been suspended by the CSLB and they are currently being sued by the CSLB/State Attorney General's office. Lookup Moonlight Construction, Inc to see the lawsuits. Their goal is to get as large of a deposit from you as they can, and if you try to get any of your money back - they will threaten to sue you/put a lien on your home. Best case, you lose some money - worst case they complete the work incorrectly and ruin your house.

I completely agree with the previous reviews made by Lori and Laurie. DO NOT HIRE THIS COMPANY. The items of complaint I have filed with the CSLB include:
1. The contracts they created for me were all handwritten on "contract change order" carbonless paper. I never received an actual contract with terms, such as my right to cancel. There were no details describing the work to be done, materials/equipment or cleanup/removal of debris.
2. The change orders list a payment schedule; however, it's misleading. It states "$10,000 upon signing" and work didn't start until after I paid them $10,000.
3. I was not given my 3 day right to cancel. I signed the change order on 4/13/23 and demolition began on 4/14/23. There was no warning they were coming. They just showed up to start work. I didn't know about my rights to cancel and wasn't given any information about it.
4. I was not given any information about the "Mechanics Liens Warning."
5. Multiple changes and additions were made from the date work started on 4/14 until it stopped on 8/2/23; however, none of the changes were in writing, despite my numerous requests for them to provide me with written statements we could both sign. Then on 6/26/23 they informed me that they forgot to include the cost of trash removal in the "contract", which would be an extra $5,000. It was at this point that I began losing trust in this company and questioning things. I frequently asked them for receipts and/or a revised invoice that reflects what's been paid and what still needs payment. I told them that we were no longer following the payment schedule as listed on the "contract", so I woud like a new schedule prepared. They would always agree verbally or via text, but never followed through with presenting actual paperwork. Still, they continued to ask for more money.
6. When I learned that permits must be at the construction site at all times by law, I asked them for copies, multiple times. Each time they would say they would bring me copies or send them to me, but never followed through. When they finally did text me a copy, it was a picture of the upper right hand corner of one page of the permit (very weird and he could not explain to me why he sent it like that). Anyway, I had to take time to go to the city and request a copy, which is how I learned about their lies.
7. They lied to me about the permits. There were no permits pulled for my garage conversion and the wrong permit was pulled for my master bed/bath addition (they filed for a remodel, not an addition).
8. They do not hire licensed subcontractors. The foreman also did the electrical work and the same worker who dug trenches also did the plumbing and installed the skylights (should be a licensed roofer).
9. There are two french doors installed side-by-side. On french door was installed about 1/2 inch higher than the other.
10. On 8/2/23 I ordered all work on my property to stop until complete and accurate permits are in order and I have been given hard copies. They continue to tell me they need more monty to move forward. They ignore the fact that I have paid about 30% beyond what I owe them according to the payment schedule.
11. Since 8/2/23, I send them regular text reminders and ask how the permit process is going. They always respond that the city takes a very long time to approve permits and that they are "working on it."
12. On 12/21/23 we experienced heavy rains and water leaked into the garage from the base of the wall. On 2 previous occasions I explained to them that water had always leaked around the garage door when it rained. Since they left the garage door intact and didn't replace it with an actual wall with stucco on the outside, I told them it would continue to leak, and that they needed to seal it. I was worried about mold and rot. They came out once to attempt a seal around the garage door, but it still leaked and the floor was covered with water. The wall on the inside was also damp. When I told them this happened, their response was that this happened because I didn't let them finish the garage.
Every time I meet with them, they ask, "What do you want us to do? We want to keep working on your house." When I tell them I want permits or I want invoices or a new payment schedule or a new contract, they say, "Yes, we can get you that, but what do you want us to do?" Every conversation with them is like I'm talking to one of my middle school students when I've caught them in a lie and I'm trying to resolve it. They intend to confuse and exhaust to the point of submission. Why? So that eventually I will give up and say, "Sure Moe, just keep doing what you're doing. And here's an extra $30,000." Every conversation I have with them ends with me feeling more frustrated, angry, and filled with regret that I ever met them in the first place. I feel mistreated and preyed upon by this company.
