    Build a garage
    $159,522

Breach of Contract and Faulty Workmanship
Bill provided a quote for building a garage in Q4 of 2023 for $155,422 which included the framing, roof, electrical, insulation for a small workshop in the back with a heat pump. The plans were completed by a licensed architect and approved by the town of Richmond.
We entered a fixed price contract on December 21, 2023, and $65,000 down payment was paid and construction began in March 2024. The structure went up quickly but with several obvious mistakes. The window openings were all framed incorrectly, and the front roof line was not built to plan, both requiring extensive rework. Bills comments to me was “anybody could have miss that is the plans” (YIKES) During this period Bill had hired and then fired his electrician delaying the project significantly.
With the garage now wrapped in Tyvek and tar paper on the roof it was in April that the real problems with Bill started. Bill stopped showing up and seemed to run into issues sourcing materials and sub-contractors. As an example, when he asked me what color I wanted for the Hardie Plank siding I told him Black. Turns out black is a special-order color, so I told him to get me samples for off the shelf colors which he did, and I selected one of his colors. That material didn’t arrive until the end of May and Bill nor his electrician showed more than once or twice over that period of time so very little work got done.
In one of Bill's few site visits in April he ask me for another $4000 for overages on top of the $65,000 I paid him at the end of March. Without reviewing any project records, I gave him the money. (MISTAKE) Bill DID NOT DO ANY work on the project after that and instead picked up his tools and left. Each time I called him he had an excuse why he could not work. Most notably was a trip he to Florida...looks like with my money!
Bill finally agreed to meet with me in September and asked for another $26,000 for overages. When I asked to see the invoices and receipts for the project he responded with a text “Matt No. We are not doing that This isn’t grade school The garage is over budget with design and materials”. Over the subsequent week I contacted him three times to discuss the situation and he flat out refused to review the project records with me and demanded more money.
I've had to file suit with Washington County Superior Court to try to get my money back. My bottom line here is DO NOT TRUST BILL. As Andy above mentioned, he will take your money and walk away. It’s incredible to me that the Licensing Board allows this sort of thing to happen here in RI. Their response to me was that this is a financial matter, and they don’t get involved in these types of disputes, so I had no choice but to file a suit. Well lucky Bill, apparently the Licensing Board will allow him to continue to steal people’s money and do poor quality of work. He was referred to me by another dishonest and terrible contractor Davin Bane with AMD Pools and Patios. Deck
    $16,000

Bill and his son did a complete deck for me. He demolished the old falling down deck, designed and built me a beautiful new deck. Bill was one of the best guys I have ever worked with. He was here early every day and the quality of his work was outstanding to say the least. The finished product far surpassed my expectations. I am completely satisfied with the outcome, and highly recommend him.

Decking, siding, framing, leveling and adding supports to porch

Bill (and his son) are able to take your dreams and make them a reality. He’s honest, prompt, knows building codes by heart, and does amazing, quality work. Bill’s craftsmanship includes design and color coordination and creative ideas. Our house looks like a new build! Would recommend 100% and there’s no one else we will trust to touch our home.

    Deck

My experience with Bill was beyond great. He and his son built a beautiful new deck for me in two days. Throughout the process Bill was really helpful explaining the process, choosing materials, and ensuring we both envisioned the same design. He even started the project early. It’s been a real pleasure.

Basement remodel, new slider, built book shelves, paint multiple rooms, new railings
    $10,000

Bill is a one of a kind contractor. He is completely honest up front on what can and can't be done for your project. He provides a fair quote and works with your daily schedule. He has done multiple projects for our family -- built a deck, replaced a shower floor and fixed the structure of our previous house. All incredible work. At our new house we asked him to come and finish the basement for our son. As he was doing work, we must have added about 10 other things for him to do. He did it all to top quality and with a smile. He even came up with ideas to save us money so we could put that money towards yet another project we asked him to do. We have more work for Bill and would recommend him 100%.

    Build a deck
    $18,000

Bill turned up and took most of our money. We now have a half built wreck of a deck. He walked off the job and we are now left to find another contractor to pick up the pieces. If you enjoy spending your time in the small claims court trying to get your money back from incompetent, non performing contractors, then Bills your man, otherwise keep looking. Beware!

Response from William E Fitzgerald November 25, 2021
Andy, it’s unfortunate that the product you chose was inferior - your issues were unfounded per the Rhode Island State Contractors Registration Board who dismissed your claim. You were given an alternative for installation for a very fair labor price that you refused - I would have preferred to remedy this with you however you refused all mediation that the board recommended and again, to reiterate, the board sided with me. I recommend all contractors not to deal with the Wilbys.

    Remodel existing deck
    $11,500

Worst experience do not use. Was a deck remodel and caused more damage. After completion deck needs to be completely redone. Every cut was off. Railings installed upside down. Staircase had to redone and thrown away. Boards were installed damaged. Deck is dipping structurally in the middle. Find someone else!

Response from William E Fitzgerald March 17, 2021
Rick, the deck in question was already existing upon the beginning of this job. We were hired to install new composite, install new footings, and new posts on the outside part of the deck. The deck was not built by us - therefore your issues with the structure of the deck dipping in the center are no fault of us. Being unhappy with an experience with us is one thing, however this hyperbolic slander of the work we did for you is truly unfortunate.
