Bettencourt Construction is running a scam.
We were given a price for our project and were told that the price was for the drawing of the plans and for Bettencourts name and license to be placed on the permit for the duration of the project.
After giving Bettencourt a check for $1500 which was immediately cashed he slow walked us through several steps in the process but finally put in for the permit. We requested several times for a copy of the plans which Bettencourt refused. He then changed his terms and said that we were also to reimburse the permit money of $278.05. before he would commence any work. We agreed to pay Bettencourt the extra at the completion of the project since we had at that point received nothing, no plans, no work, nothing. We were uncomfortable handing over even more money.
Bettencourt sent a threatening voicemail and several text messages that we have on file stating that we must pay him now or he would remove his name from the permit and make our lives miserable. We again stated that we would indeed pay the permit money but not until the project was completed. We asked again for a copy of the plans which were already paid for but Bettencourt refused. We then went to the city and paid extra for a copy of the plans on file.
At this point we have received nothing from Bettencourt and we have given him $1500. He has removed his name from our permit but not refunded any money to us. We have asked for a refund but now he will not contact us.
Once again THIS IS A SCAM OPERATION, shady business, shady, dishonest people.

Bettencourt Construction Company was chosen to build a male and female bathroom for New Beginning Community Church at 2701 13th St. So, St. Petersburg FL, 33705. The contractor was given a short time line for completion of the project due to the Church Anniversary date. The finished product had to blend with a multi colored block pattern.
From the very first meeting, Brian displayed his extraordinary knowledge and experience in the construction industry. The engineering design provided exactly what was needed in the space provided. The bidding proposal was explained in detail, and there were no hidden agendas. The construction time line was outlined in detail to indicate deliverable dates for each major phase of the project. The payment schedule was associated with key passed inspection dates for major phases completed.
The finish product was finished on time, on budget and far exceeded what was expected. The church membership still can’t believe how closely it matches the original exterior of the building. Brian and team also resolved some outstanding issues and made improvement in the Air Conditioning system. Brian provided personnel oversight over every phase of the construction.
On behalf of New Beginning Community Church, we provide this letter of testimony of a job well done. We are very happy with our new bathrooms and thankful to you and staff for your professionalism and fairness.
