NIGHTMARE EXPERIENCE WITH ROBERTO USUBILLAGA AND C4 ORION CONSTRUCTIONS LEADING TO DBPR COMPLAINT AND TENS OF THOUSANDS IN EXTRA REPAIRS.
- SEVERE DELAYS DESPITE EXTENSIONS AND CONSTANTLY ASKING FOR MORE PAYMENTS TO FINSIH CONTRACTED WORK

- WE HAD TO HAVE POLICE INVOLVED TO REMOVE HIM FROM OUR PROPERTY AFTER REPEATEDLY MISSING DEADLINES AND BREAKING OUR CONTRACT.Our experience with Roberto Usubillaga and C4 Construction has been the worst experience we have ever had in any home remodel. We feel we were misled for months with promises of completing work for extra payments. At first, we were happy to pay and saw that, at worst, things would be delayed but then we started noticing severe construction defects. Now, not only did we lose out on a lot of money having to keep our rent and not move in, we have had to pay other contractors to finish his work and many refuse to fix any of it due to how badly it was done. After months, our home still looks like a work site, our stairs fell apart, we had to pay an extra $20,000 to subcontractors because he did not pay them. Now we know that his tactic the whole time was to do all the work that was labor and be paid and leave the work that required him to provide materials to the end where he could either use substandard materials or be fired for not meeting the contract and not have to pay for those materials or work.
In January 2022, we hired Roberto Usubillaga and C4 Construction to remodel our home. We were assured it would be finished by mid April and signed a contract. Work began and we first noticed the crews were small and comprised of couples (husband and wife) crews. At first, work would proceed at a normal pace. Then we started noticing some bad workmanship issues. First, the tiles on the pool bath were set sideways inside of the shower. We had to pay to have them replaced and went with stones to avoid them messing up again. Then started the additional fees – even though plumbing was included in master bath remodel, he preferred to go through the bottom ceiling instead of the floor so that was another $1000. To move an outlet to the closet, he wanted $1500. To set the master bath shower more centrally (complete remodel), it was another $1500 -etc etc. He would do jobs outside of scope and then charge us to correct them (e.g. open the plumbing from the bottom ceiling instead of floor and then charge $1000 to close 3 holes with drywall and repaint). At first, we paid these to get things moving and have a good job done. Then, began the delays. He received the first payments and then asked for another payment to pay the subcontractors for a total of roughly $70,000 we had paid him. Next thing we know, the contract completion date comes around and the home isn’t even 60% done. We call the subcontractors to the home and are told they have not been paid for bathroom glass, mirrors, granite, stair railings, or carpentry. We are promised by Roberto he will pay them and we set a new contract extension. He did not pay them and we had to pay them ourselves. He agreed to finish the upstairs by established date and to only concentrate on the upstairs and then do the bottom. We noticed his workers would come in at 10am-11am and leave by 3pm-4pm sometimes they would come in and leave or there would be 1 person working on the home. He did not complete the work as he agreed and rather just painted the inside of the home with one coat with severe streaks all of over the place. He asked for more money to finish the home or would leave the project. We paid some additional fees and were assured the home would be finished in 3 weeks and we established his workers would work from 9am to 5pm daily with all workers present to agree. That same day, as soon as we paid him, him and his workers left at 3:00pm right after we left. They spent 3 weeks completing small projects that would not cost him anything since he would not have to provide the supplies and he would keep asking for more money saying he would not finance the project. We started noticing the materials he was using were not made for what he was using them for – he used MDF to make the master bath vanity and refused to pay someone to make them so MDF will disintegrate if water hits it. He made the Kitchen bar out of plywood and spray

There is BAD, there is WORST and then there is Roberto Usubillaga and his construction company, C4 Orion.
- he was on the site just once for 5 minutes to pick up deposit check. He was never ever seen again.
- his crew is very inexperienced. they show up with no tools and no materials. they spend all day long going to home depot to get the right tool and work only a couple of hours when they actually show up.
-his crew cut out a huge piece of one of my support beams of my staircase to install a toilet wall unit that was not even properly supported on the floor and did not even use treated wood (they found some old wood in my garage that they ended up using)
-he sends a cabinet guy to do his plumbing work.
-his handyman will patch electric tape and hide it behind the sheetrock so he believes it can pass inspection.
-in 2 months his crew (2 very inexperienced guys) worked a total of 9 hrs in 2 months
-all his work was full of defects and I had to pay licensed professionals (plumbers, electrician, other GCs) to redo and fix all of his work.
- EXTREMELY DISHONEST CONTRACTOR WHO COLLECTS MONEY AND NEVER COMPLETES ANY WORK. HE SHOULD NOT BE ALLOWED TO HAVE A GC LICENSE
