We signed a contract with Frank Donnelly June 2017, he finally started on our seawall in January 2018. We became concerned very shortly thereafter, so we took continual took picture as the progress occurred very slowly. The end of May 2018 he took his barge off the project and has not come back to work since. He completed the initial driving of the vinyl sheets in which my husband had to assist him. Then it was time for the second draw of $4500.00, which we gave him, although no work was performed since, nor did he supply any of the material for that part of the contract. Thus far we have spent $14,000 and we only have vinyl sheets and one tieback completed. He continually told us that he was not able to buy any more material for job. As we continue to press him for information as to when the work will be completed, he became agitated and usually left the job site. He has no crew, we only saw two helpers that lasted about a day maybe three days tops. He does have the plastic required by the EPC to protect environment, although it was there on site, it was never used. Many days he did not show up for work at all and the days he did come to work he worked approximately maybe four hours. The concrete he used was not the 2500 psi called for in the contract. To this day we have not heard from him. He left our yard a mess and left behind tools and equipment he no longer needed. Please be careful, this man is not a good contractor, if you look at his website the jobs sites are from a long time ago. He is truly a scam artist.
