Francisco installed the Solar panels on our house. He finished the project well before the April 14th deadline PG & E imposed for retaining NEM 2 status. After several reminders, he still hadn't submitted application on the day of April 14th. When I got hold of him, he tried to tell me that only the engineer could make application, and his office is in San Diego and was not answering calls that day. PG & E advised me that Francisco could make the application, and upon telling him so, he still resisted, but made an attempt, at the urging of my general contractor. 45 days later I found out that Francisco had not completed the remaining documents necessary, so PG & E cancelled the application, leaving us at the mercy of NEM 3 rates. On June 1st, Francisco advised that our Solar was on line and feeding the grid, but could not explain how he was able to make that happen with PG & E. Now, the Enphase system is not reporting our consumption. He has the consumption transmitter hooked up incorrectly so that it reports our production, rather than our consumption. He ignores my phone calls and only answers if I call from a number unknown to him. When I asked him when he will fix this issue, he said he is too busy and doesn't know when he can get to it. Just be aware of his treatment of customers if you decide to use him.
