I hired Juan Carlos Gallardo (Gallardo Construction) in 2014, to do a NEW construction. He charged us around $254,000. His contract promised to be done in six months! Here we are in 2016, and he still has not finished! As a contractor his duties are to review the blue prints (drawings) and get permits. With experience he's supposed to ask questions to the person whom hired him if something does not look right. He will build first hoping that you don't notice the mistake.
Juan Carlos Gallardo couldn't pull permits on his own. We had to pull all permits. He tries to cut corner by using the cheapest material. He tried to double charge us for work that he did not perform! He installed all of the walls (sheet rock) without running cable, phone, internet, alarm wires! What Idiot does this?
In closing, we owed him 10k per the contract. On December 21, 2016 he walk off the job without notification, that he was quiting. He quit because we did not want to pay the remainder of what was owed until he completed the job. We had to hire new electricians, painters, and we had to deal with PG&E. Juan Carlos Gallardo aka Gallardo Construction delays and uses cheap material. If you hire him make sure he has a legal business license which is different from his contractors license. He is bonded for $12,500, this means that this is all you will get if you sue him. Make sure he has better insurance. He hires people who don't have social security numbers. By law he is supposed to have workers comp if people work for him. If the worker get hurt on the job they can sue you, because of his mistake of not having workers comp.
If you pay anyone $500 or more for work, by Law you are supposed to do a 1099. Juan Carlos Gallardo won't give me his tax ID nor his SSN.
I would not recommend this man or company, nor would I ever rehire him or his company. It's to much of a liability, plus, he does not complete the job. HE WILL TAKE YOUR MOEY!
