A DISHONEST CROOK! DO NOT USE THIS PERSON!
First, we found this guy on Home Advisor. Lesson learned: Don't use Home Advisor. If you need work done, just ask around or else you'll end up with someone like this.
In November of 2015, we signed on with Fred Packwood/Intercoastal Services Group, LLC to do build out our back porch into additional living space. He gave us a start date of 5 DEC 15. Right off the bat, he warned us how slow the City of Bradenton was in issuing building permits. We wrote a check for the first draw of $4691.00, then the delays began. In December of '15, two weeks after the work was supposed to have begun, he asked if we could wait until after the Holidays to begin, claiming the City of Bradenton was dragging their feet.
Come to find out, mid January, he confesses the permit never got submitted, blaming it on an unnamed construction manager who had committed all kinds of damage to his business. So Permit was filed three months late!
We purchased a brand new front entry door system that required staining. Cost: $1900.00. He employed unqualified workers who installed it OK, but DESTROYED our brand new door by misapplying the stain. One of the guys told my wife, "I'm not a painter; I'm just here for moral support!
Mr. Packwood initially told me he'd cover the replacement door after I told him he was off to a VERY POOR start, but we wanted to believe in him. He assured me he'd take care of ordering the replacement door system and pay of it, but then said he'd have to figure out how he'd pay for it. I asked him, "Isn't that what your commercial liability policy is for?"
To which, he replied, "My insurance won't pay for it," which I found very odd. Well, he called to order the door, but when it came time to pay for it, guess what? He couldn't, claiming he was closing his business and filing for bankruptcy, so we paid for a SECOND door and side sashes! Well, as of 5/26/2016, He has not closed his business. FL DPBR and Sunbiz both show him as active.
His guys began the demo, but never completed it, leaving most of the material stacked up on our porch, where it is to this day.
When he mentioned the Bankruptcy word, I told him I thought it was best if we just parted ways. I told him if he would refund our money and cover the door, we'd just move on. Not a penny from Fred Packwood, just lies, delays and excuses.
He took our money, ruined our property and abandoned our job. We've reported him to FL DPBR and have had to take him to small claims court to try and recover something from him.
We agree with the above review. This is a pattern of behavior. Save yourself and DO NOT use him.

Steer clear of this contractor. We contracted with him on 9/29/2015 to do a major remodel for us. He took $31,500 cash from us that day that we borrowed from SunTrust. He proceeded to rip up our house just enough to make it uninhabitable. Afterward, he told us he wanted us to tear up our all-inclusive contract and enter into a new one at a cost plus 10% rate. When we refused, we got a text from him stating, "...please understand I will not continue as is, I'm offering a cost plus 15% with a 275K cap...other then that I will bill out my costs and give you a refund." He went from wanting a cost plus 10% to insisting on a cost plus 15% in a mere 24 hours. A $275K cap was $86,000 more than our original contract. We couldn't afford that much more money and had no choice but to refuse. Instead of refunding our money as he said he would, he began to threaten us and abandoned the job--before ever even starting any of the work--AND he kept our $31,500 as if for some reason he thought he was entitled to it. We are now left with a huge bank loan to repay and no house to move into because our property is uninhabitable and the contractor has kept every penny of our remodeling money

In December 2014, I contracted a job with Fred P******* (Intercoastal Service Group), for remodeling bedroom/bath. The job was contracted out and was the worst work I have ever seen. Also, at the time I was in Michigan and this work was being done in Florida so I could not be hands-on. Mr. P******* failed to get the proper permits which I had to pay for in the end. The city made me go through a whole inspection that cost a small fortune. In the end I was able to recover some of my money through my credit card company. At the time I don't believe Mr. P******* was with BBB. I could be wrong on that point.. I am only writing this review to warn other consumers. This was the worst experience I have ever gone through on home renovation. Not only Was the craftsmanship horrendous but there were no permits pulled. This just added to the migraine. Mr. P******* did not care about the work that was done After I found out the permits were not pulled he would not answer his phone or respond to certified mail. Beware of who you are contracting with in the end.
