We hired JAD Builders to repair a roof deck, install a deck on our backyard slope, , and install concrete around pool and patio. ALL work on the upper deck was done improperly according to building code, and the concrete drained towards the pool in addition to pooling in various areas due to lack of drains. JAD Builders claims an exempt workers comp status, but had workers on our job every day that did not hold their own contractor’s license. He was cited by the CSLB for this violation and his license was temporarily suspended as a result. JADBuilders then placed a lien on our home, as there were overages he was charging for which he would not provide receipts after numerous requests. We submitted a case to the CA State Licensing Board and went through voluntary arbitration. JAD Builders was required to immediately remove the lien and pay us $18,000 that we spent to repair his substandard work (and miraculously he presented the overage receipts at the arbitration). He ignored the arbitrator's order to remove the lien and only did so when we served him with a court order; then, rather than paying what he owed JAD Builders filed bankruptcy. The CSLB has no option at that point but to reinstate his license, and none of this will show on his record should a consumer search his license. Beware hiring JAD Builders unless you are fully aware of code compliance and can inspect his work on a daily basis. Insist on a permit before he starts work, and make sure there are no other workers on site unless they can show you their own contractor's license.
