Permit and design for a residential parking spot

I hired Albert Montoya Architect (Robert Watkis, in particular) to pull a permit for me to do build a parking spot for me back in 2017. For the next two years, Watkis kept asking for additional small payments to ostensibly cover the costs of permits and contractors while saying that work was moving forward. When the pandemic hit, he said that COVID was causing the delay in processing. I'm now aware that they have not done any of the work promised. I spoke with Mr. Montoya multiple times but he did not fix the problem and now neither Watkis or Montoya are responding to my calls. Avoid at all costs.
