Sirs:
I presume you have noticed that the parcel is less than 1/2 acre, so would be considered unbuildable under current guidelines...
As I assume (ASS-U-ME) the property was 'grandfathered', before the current guidelines, or has since been 'waivered', I will forego that objection.
I also see that the owners / managers have documents (& correspondence) supporting their plans and that some preliminary planning approval is obvious. Such does not guarantee that they will receive co-operation from the County, but I will say a prayer for them...
Hopefully, everything is fully co-ordinated and development flows smoothly.

Of course, I am somewhat perplexed & perturbed, because a few years ago, after months of careful questions, planning, layouts, visits to County Offices, numerous phone and E-Mail conversations, it was verified and re-verified that a shed could legally be built on my Felton property (see APN below), without requiring a permit or a plan.
So, I had a small shed built and it was regularly used for 6 months, before a different inspector/planner determined that the current guidelines did not allow for the building of a shed...
Needless to say, I received numerous notices and threats of fines, from County personnel until I removed the shed...
Of course, once removed, other problems were noted.
Although I had purchased the property from the county and it was within code - I was ordered to build retaining walls to support an existing slope (a rock face?) and to repair damage created by tree trimmers working on the nearby roads(?)...
Thus, inspection, planning, and other departments had different ideas of what was allowed and what was not. Plus, problems which were clearly the responsibility of the county, became my headaches.
Meaning; from my point of view, the County of Santa Clara was not well organized, Personnel were not very knowledgeable and County responsibilities were ignored...
I certainly hope that the owners/managers of APN 071-192-05 do not need to deal with the same Civil Service folks that I dealt with...
As I said, I will say a prayer for them...
