Over the Edge Flooring, a subcontractor for Home Depot's Kingston store, came to remove the carpet in two rooms of my rental unit and install vinyl flooring. They called me to say they couldn't install the vinyl because they found the plywood subfloor was screwed to the cement, but not glued. They were concerned the vinyl would not be solidly secured and would move. The problem is, they didn't make that assessment after pulling up the corner of the room where they started - which is what they pointed out to me when I came over. They didn't do it after they pulled up all of the carpet in the first room. They did it after pulling up all the perfectly good carpet in both rooms.
Since these installers do this work daily, it's clear that they will recognize quickly when their product can't be applied over a surface. The lifted up corner of the carpet might have been slightly damaged but it could have been reinstalled, and that's when they should have called me, as the owner, for that decision. It's clear that Over The Edge has instructed its staff not to stop as soon as it became obvious, but to complete the job so they can bill for the demolition and removal - even after it was clear to the installers that the job should have been stopped.
Home Depot's flooring department contacted Scott, the OTE installation manager by phone the next business day. They explained the situation, pointing out how OTE staff screwed up by ripping out two full rooms of good carpet, but Scott would only give $100 off and still required payment for demolition.
Since this is obviously their standard policy, it seems clear to me that Over the Edge is an unscrupulous company. I urge you to find another installation contractor.
