I had a contract for a roof repair with Doug Swinehart from Swinehart Construction. . I awarded Doug, the owner, an $11,180 contract in which 9,380 was for the roofing part. He failed to deliver a product based on our contract. Instead of resolving issues, he blames sub contractors and evades my repeated attempts to reach him. He was paid for a contract on which he did not deliver.
He is extremely unethical, cuts corners and provides extremely poor quality jobs. I am planing on filing a complaint against him at the licensing board and plan on taking him to the small claims court to recover the money.
There are tons of other honest, hard working contractors out there. Avoid this one at all costs.

ONE STAR TOO MANY.
I would take extra caution on considering using Swinehart Construction. LGE Prime Plumbing was hired as a subcontractor by Swinehart construction for a plumbing repipe to start on the 6th of february. 2 weeks after the commence date the job was completed. It is now mid April and we have yet to be paid our remaining balance. We have tried on numerous occasions to reach Doug Swinehart to pay the remaining balance of over 5,500. and have not been able to reach him. We have on various occasions also threatened with legal action and where told "Legal proceeding were not going to help". He also said "I'm making payments", The only payment we have received was 2/3 of the money that was agreed. The property management co. that hired him for the job, paid what was owed to him. We were told by Doug Swinehart that he had used that money paid to him for another job he was being sued for instead of paying us. Mixing money from one job with another is illegal in California.
Now we are going to have to go thru the process of taking him to small claims and reporting him to the California State License Board.
There was another review on here from the person that was suing him that has now been removed. Probably since the situation with them has been resolved. Unfortunately for the consumer (you) are not going to be aware of other situations like ours. Be very cautious. Always research the contractor before you decide to hire for the job. Even Contractors like us get misinformation.
