Contractor gave estimate to repair roof (of a business) and expected a deposit. He picked up the deposit and spent a couple of hours on the roof before deciding it was too wet and that he had a vacation planned. He returned many weeks later to 'finish' and collect his final payment. The roof still leaks and he will not respond to repeated attempts to come back (as promised on a signed voucher) to complete the repair. He's lied about the dates he would perform the work and excuses range from planned vacations to family emergencies. He also could not produce a legitimate or legible certificate of insurance either - claiming that there was an issue with his fax machine. The paper he supplied was for a sole owner/operator, although he brought a worker with him.
