He did the work without a permit and lied about it. After months of hounding him and enduring lie after lie, he finally got a permit and then failed inspection due to multiple violations and shoddy workmanship. Since then, he has not paid his fines or rescheduled the inspection, even though he lied multiple times and said he did. I've wasted countless days and hours between hunting him down and waiting for inspections he said were scheduled that were not. He did the work June 2. It is now October 16th and the system STILL has not passed inspection. He constantly gives lies and excuses and is obviously either totally incompetent, a criminal, or has some sort of substance abuse issue. Either way, this guy and his "company" is the WORST contractor I have EVER dealt with!
