This contractor is also known as Thomas Bruning.
He left a $27,000 renovation project unfinished and with grossly inferior workmanship. Created ten municipal code violations for plumbing, electrical and concrete pours. Performed electrical and plumbing work with unlicensed labor and failed to satisfy state and municipal permit and bond requirements as agreed in his contract. The project, funded by a state housing rehab program was viewed by one state inspector as "The worse job I have ever seen"
The job was reviewed by one major newspaper as one example of the state's failure to properly exercise due diligence over contractors in state funded programs and was also a factor in the language ultimately used by the State Legislature when it introduced legislation regulating contractors.
