Mr. Vincent Flippin (the owner) signed a contract to build a house addition for me in 1999. He took $16000 from me and claimed to use it for purchasing construction materials. Instead, he ran away with the money within a week. Consequently, his construction license in California was suspended. But he could not care less since he does not plan to return to California anymore. Besides me, two other local families filed complaints against him for stealing money without completing contracts.
The superior court in Bakersfield granted me the maximum amount of compensation through the small claim department ($7500). I also hired a lawyer in Kansas to have the court order recognized in Wichita. Until today (9/28/2013), he still did not pay a penny.
