USES PICK UP HISPANICS WHO KNOW LITTLE OR NOTHING ABOUT THE NECESSARY SKILLS REQUIRED.... AN ARROGANT, IGNORANT CONTRACTOR WHO WILL PROBABLY DO MORE HARM THAN GOOD TO A PROJECT.
