  Deck / addition

  Walked away with $45,000 worth of materials never bought for our job. He said he ran out of money, went on to ruin someone else’s project/life.

  Filed a claim With MHIC, had license when we hired, lost it while destroying our lives.

  We have a second mortgage and don’t have a deck to safely walk on.

  He should be in jail.

  BEWARE!!! MW Enterprise/MW Design Build owner Frank Winter is not a licensed contractor. His MHIC license was suspended in 2023 due to bad business practices. His Better Business Bureau (BBB.org) rating is an “F.” I wish someone had told me this before signing with him. Although you will see some old 4 & 5 Star reviews, please go to MW Enterprises LLC | BBB Business Profile | Better Business Bureau and click on the Reviews and Complaints tabs. Also, the following document details the MHIC complaint against him and the suspension of his MHIC license mhic-23-27.pdf (https//labor.maryland.gov/license/mhic/pdf/mhic-23-27.pdf).

  Frank received 90% of the money for our deck tear-down and rebuild. He started the job in late May 2024, and as of January 2025, the deck is still unfinished. After the last payment was made in July, Frank stopped regular work on the deck rebuild. Frank seems to be a nice guy and will make a lot of promises but will not follow through. He returned to the job for a few days in September, had no work in October, and had two days in the first week of November. On November 18th, after multiple promises and failure to make any further process on the deck, we finally asked for our money back based on the percentage of unfinished work. Frank promised to have the work completed by December 31st or he would give us the stated refund. Frank has not come to work on our deck since making this promise on November 18th. We contacted him on December 31st about our refund and he asked to meet to make the refund payment. We told him to give us a date and time that works for him. His next text was another excuse that he was having truck trouble and would text the next day with a date/time. Frank DID NOT text the next day; we have not heard from him in over a week. We even offered to come to him for the refund check if he continued to have truck issues; Frank never responded. I don’t believe that a refund is forthcoming.
  As such, if you want a completed project hire another contractor. If you want to hire someone who operates illegally as a licensed contractor, who will take your money, fail to finish the job, and string you along with excuses, then Frank Winter (MW Enterprises/MW Design Build) is your guy.

  $65,000

  MW Enterprises abandoned our job incomplete, despite multiple promises otherwise. We have found others with the same complaints. Over 65,000 paid ton this company and they did not complete electrical, install trash can and refrigerator, add outlets, ceiling lights or ceiling fan or complete the ceiling. Buyers beware!! Thousands of dollars lost and now they will not respond. Do not use use this company!!!!!
